Brasília as a strategic stage for iGaming

BiS Brasília, supported by SiGMA, will take place on 21–22 October 2025 at the Royal Tulip Brasília Alvorada. Organised in partnership with ABRAJOGO, ANJL (National Association of Gaming and Lotteries), and ANALOME (National Association of State and Municipal Lotteries), the event is born with a unique proposition: to directly bring together industry, government, and representative entities in an environment of strategic discussion.

The choice of the federal capital is no coincidence. Brasília is the very heart of the decisions that shape the future of iGaming in the country. It is there that public policies are designed, laws are debated, and regulations are approved  –  all with immediate impact on the sector. Being close to this centre of power means not only closely following the regulatory process, but also presenting concrete demands to the authorities, actively involving oversight bodies, and ensuring that every link in the market chain is heard.

Alessandro Valente, co-founder of BiS SiGMA, stated: “The realisation of BiS in Brasília is more than the expansion of an event; it is the recognition of the need for structured dialogue between the industry and public authorities. Just as we have done in São Paulo, we want BiS Brasília to consolidate itself as an international reference forum, capable of positioning Brazil on the global gaming and betting map in a responsible, innovative, and sustainable way.”

More than just a stage for lectures, BiS Brasília has been conceived as a living space for intersectoral debate. It will bring together leaders from the gaming, betting, and lottery industries; representatives from public authorities; sector associations; and experts in governance, compliance, taxation, legal security, responsible gaming, and sports integrity. In addition to panel discussions, the event will also provide opportunities for private meetings, strategic networking, and targeted dialogues on the most urgent issues in the sector: tackling the illegal market, aligning federal, state, and municipal spheres, and consolidating ethical and sustainable governance.

BiS Brasilia – Conference Highlights

Highlights on the first day include a panel moderated by Magnho José – President of the Brazilian Institute of Legal Gaming – on the potential of gambling in Brazilian tourism through the legalisation of casinos – with guest speakers including Senator Irajá – Senator of the Republic, Celso Sabino – Minister of Tourism, and Geninho Zuliani – Mayor of Olímpia/SP (União/SP).

The conference also examines the betting market from the perspective of entrepreneurs and the government in Brazil. Regis Dudena – Secretary of Prizes and Betting, Ministry of Finance, Giovanni Rocco – National Secretary of Sports Betting and Economic Development of Sports, Dr. Luizinho (PP/RJ) – Federal Deputy, President of the Mixed Parliamentary Front on Responsible Gaming, and leader of PP in the Chamber, as well as Paulo Saad – Vice President of Grupo Bandeirantes are confirmed to lead this topic.

Meanwhile, responsible gambling takes center stage on the second day, followed by a look at the impact of state lotteries on Brazil’s socioeconomic development. Brazil’s iGaming sector is undergoing a period of profound transformation. With the advancement of federal regulation for fixed-odds betting, the strengthening of state and municipal lotteries, and the urgent need to combat the illegal market, there is also a growing demand for legitimate spaces of dialogue between entrepreneurs, regulators, and representative entities. At the latest edition of BiS SiGMA South America 2025, it became clear that the future of Brazilian iGaming inevitably depends on associations. They do not merely represent companies; they take on a strategic role of mediation, education, and trust-building among all stakeholders involved.

In the panel “ABRAJOGO Uniting Forces”, the focus was on how direct collaboration between companies and government can accelerate the implementation of responsible and regulatory practices, creating a more ethical and transparent ecosystem. Meanwhile, in “The Crucial Role of Associations in Building the Brazilian iGaming Market”, discussion revolved around how these entities uphold the sector’s credibility by supporting operators and affiliates, while also driving professionalisation and market education. Finally, the panel “Building Bridges” reinforced the vital role of associations as mediators between government and industry, fostering a dialogue that not only balances interests but also structures a solid, collaborative, and sustainable regulatory environment.

These discussions make it clear that associations go far beyond formal representation: they foster regulatory transparency, articulate proposals that protect operators and consumers, act as strategic bridges, and consolidate the foundations for a competitive and innovative market.
