Planning applications for more than 4,200 homes are currently awaiting a decision in one part of Leicestershire. This is in addition to schemes Harborough District Council (HDC) has already approved.

Applications range from a 30-home scheme to plans for 1,450 homes in one area. Some are at the consultation stage, meaning people are being asked to give their opinions on the proposed schemes before a planning application is submitted.

Other schemes need an Environmental Impact Assessment (EIA) – these check whether an application is likely to have significant effects on the environment before an application is submitted. Other applications meanwhile are close to being decided on.

Below are the projects in the works for further homes in the Harborough district.

49 homes – land south of Station Road in North Kilworth

A 49-home development in the small Leicestershire village of North Kilworth has emerged. Applicant Herring, Herring, Herring, Philips and Caddick Residential Ltd has put forward the plans for land to the south of Station Road in the village.

Plans submitted to Harborough District Council for approval show that the site is currently used for livestock grazing, and since being sent to council officials have proved controversial with residents. The new homes include a mix of bungalows and one to four-bed homes.

A decision on the plans is due to be made by HDC by Friday, February 6.

130 homes – land east of Zouche Way in Bushby

Plans to build 130 new homes near a proposed Lidl have taken a step forward. Chloe French of Roebuck Land and Planning has put forward the application for land east of Zouche Way in Bushby.

The outline application – for the development to be approved in principle – is for land north of the A47 (Uppingham Road), while to the west of the proposed site is the recently completed Bushby Fields development. The 130 homes would be close to a proposed Lidl store in the area too, with that plan currently being considered by HDC.

Thurnby and Bushby Parish Council has written to HDC about the application asking for an extension to the planning consultation, which is currently set to end on Thursday, January 22.

900 homes – land south of Uppingham Road in Bushby

This outline application – which seeks approval of the development in principle – has been submitted to Harborough District Council for consideration. Alongside the 900 homes, plans include a primary school and a local centre.

Documents note the size of the site is 64.71 hectares. Previous use of the area is listed as agricultural, however plans note this use stopped in October.

Mulberry Strategic Land say the houses will be a combination of 540 market homes and 360 affordable homes. Plans state that the proposal will not increase the flood risk elsewhere.

Mulberry Strategic Land notes in its application that if plans are approved next year, and reserved matters applications are submitted and approved by 2027, construction would be expected to start in mid to late 2027 and the first homes completed in early 2028. The company is aiming for a completion date of 2035.

Consultation on the plans runs until Thursday, January 1. A decision on the plans is expected by Monday, February 16, 2026.

550 homes – land at Frolesworth Road in Broughton Astley

Dozens of objections have been raised over IM Land’s plan for the hundreds of homes after it submitted a screening application for land at Frolesworth Road in Broughton Astley.

Initial plans put forward late last year asked HDC whether the scheme would need an EIA for an outline planning application – which seeks approval for the application in principle. A total of 33 objections were raised against these initial plans for an EIA to assess the effects of the proposal on the environment.

Following the consultation phase HDC has given a “positive screening opinion” meaning that the applicant will have to put together an environmental statement before an application can be made for the development.

450 homes – land north of London Road, Great Glen

Alongside the proposed 450 homes, the outline planning application, put forward by Davidsons Development Limited, looks to create a sports/recreation/ community hub and associated facilities.

Documents state a mix of house types are planned “including smaller homes for first time buyers, young families and downsizers”. Provision for ‘later living’ for the over 55s and bungalows will be catered for, alongside larger three, four and five-bedroom family homes, the majority of which will be two storey in height.

A total of 294 objections have been raised against the plans. A decision is expected by Thursday, January 22.

32 homes – land north of Fleckney Road in Kibworth Beauchamp

Applicant Clarendon Land & Development II Limited and John Littlejohn Designer Homes Limited has put forward the plans for 32 homes on land north of Fleckney Road in Kibworth Beauchamp

The outline application – submitted to Harborough District Council (HDC) for the plans to be approved in principle – notes all of the homes would be affordable. The application states the homes will be a mix of types and tenures to meet local housing needs.

A decision is expected by Monday, January 12, 2026.

30 homes – land at the end of Crowfoot Way, in Broughton Astley

Plans have been put forward for 30 homes next to a disused Leicestershire village railway. Lagan Homes Limited wants to build the properties on land at the end of Crowfoot Way, in Broughton Astley.

A mix of two, three, four and five bedroom homes, including detached, semi-detached and terraced properties, would be built on the site, which is currently vacant, according to a planning application sent to Harborough District Council. All the homes would be two storeys tall, and 40 per cent of them would be classed as ‘affordable’.

A decision on the plans was originally due to be made by Wednesday, December 17. However, a decision is yet to be made.

85 homes – land south of Farndale View, off Lubenham Hill in Market Harborough

The outline application looks to build the houses on land south of Farndale View, off Lubenham Hill in Market Harborough. Developer Manor Oak Homes is seeking approval in principle for the plans, and has acknowledged in documents that the proposed site is “within 20 metres” of the River Welland.

A decision on the plans was originally due to be made by Wednesday, November 5. However, at the time of publication, a decision is yet to be made.

180 homes – off London Road, Great Glen

Developer David Wilson Homes has put forward an outline planning application to Harborough District Council (HDC) for 180 homes.

If approved, the properties would be located in what is currently fields off London Road, at the south-west edge of the village. The houses would be a mix of family and affordable homes, the developer said.

Consultation on the plans runs until Thursday, January 1. A decision on the plans is expected by Wednesday, February 18, 2026.

35 homes – land at Station Road in North Kilworth

Applicants Wigan Holdings and Francis Jackson Homes have put forward the plans for land at Station Road in North Kilworth. The outline proposal, which has been put before Harborough District Council (HDC), sees permission in principle for 35 homes on the land which lies to the south of Ridge Way as well as access to the site itself.

The applicant notes that plans also include the demolition of a former modern agricultural building and hard standing areas accessed off Cranmer Lane.

Although an outline planning application, it does note that 40 per cent of the 35 homes will be affordable. The size of the houses is unknown at this stage, but plans do say that 23 market homes are planned, with nine affordable rented homes and three affordable owner-occupier homes.

A decision on the plans was originally due to be made by Friday, October 31. However, a decision is yet to be made.

1,450 homes – land east of Harborough Road and south of Gallow Field Road

Mega proposals for two sites in Market Harborough are still awaiting a decision. One is east of Harborough Road and includes plans for 850 homes, an all-through school, or potentially separate primary and secondary schools, a mixed-use local centre, land for cemetery provision, and a temporary agricultural showground.

The second site, south of Gallow Field Road, includes plans for 600 homes, community uses, formal and informal public open space, and new vehicle, cycle and pedestrian access.

Hallam Land and William Davis Homes applied to Harborough District Council to ask if an EIA was required for the plans. HDC has ruled such an assessment is required.

200 homes – land east of Beeby Road, Scraptoft

Planning documents submitted to Harborough District Council (HDC) state that the site, east of Beeby Road, is currently agricultural land approximately 10.66 hectares in size. Keyham Lane East lies to the north of the site with agricultural fields beyond.

The outline application, which is seeking agreement to the plans in principle, notes that 40 per cent of the homes – 80 properties – would be classed as affordable housing. A range of house types and sizes are also planned, but more details on these are set be provided at the next planning stage.

A decision on the plans was originally due to be made by Tuesday, September 16. However, at the time of publication, a decision has yet to be made.

150 homes – land south of Kilby Road, Fleckney

Plans for 150 homes on land south of Kilby Road in Fleckney have emerged. Applicant Catesby Strategic Land Limited and others have put forward the plans to Harborough District Council.

Alongside the homes, plans include highways access works, public open space, a children’s play space, landscaping, drainage, and all other associated infrastructure. A total of 43 objections have been made regarding the plans.

Consultation on the plans runs until Thursday, January 22. A decision on the plans is expected by Monday, March 2, 2026.
