‘A man of deep convictions’ – Tributes paid to former ceann comhairle and Fine Gael TD Seán Barrett after death at 81

Mr Barrett was first elected to the Dáil in 1981 as a TD for Dún Laoghaire in Dublin where he served until 2002.

During this period, he held the positions of Minister for Defence and Minister for the Marine, as well as Government Chief Whip on two occasions.

Notably, Mr Barrett held the latter role twice: between 1982 and 1986, and 1994 and 1997 within the John Bruton-led Rainbow Coalition of Fine Gael, Labour and Democratic Left.

After initially retiring in 2002, Mr Barrett returned to politics in 2007 to contest the general election which he did successfully.

He served as ceann comhairle from 2011 to 2016 in the delicate post-financial crash years before finally retiring from politics in 2020.

Tánaiste and Fine Gael leader Simon Harris paid tribute to the “witty” and “intelligent” Mr Barrett following the news of his passing on Monday.

“On behalf of Fine Gael, I wish to express our deepest sympathy and profound sadness at the passing of our friend and colleague, former Ceann Comhairle, Minister, TD, Councillor and Chairman of Dublin County Council, Seán Barrett,” Mr Harris said in a statement.

“Seán was a distinguished parliamentarian who dedicated much of his life to public service, serving the people of Dún Laoghaire over several decades.”

Describing the former Dublin TD as “grounded in his community”, Mr Harris praised his “steady judgement” during his roles as Chief Whip during the 1980s and 1990s, as well as his “professionalism and integrity” in navigating the complexities of a career in Dáil Éireann.

He continued: “In 2011, Seán was elected Ceann Comhairle of Dáil Éireann. It was during this period that I, as a first-time TD, got to know him best. I found him witty, intelligent, sincere, and a man of deep convictions. In his role as Ceann Comhairle he exuded fairness, authority, and a firm but measured approach in the Chair.

“He was a guardian of parliamentary standards and ensured that the business of the Dáil was conducted with order and respect, during what was a tumultuous period in Irish politics following the financial crash.”

Mr Harris attributed the success of the now habitual Oireachtas TV channel to Mr Barrett’s foresight as ceann comhairle “having identified the need for increased public access to the Oireachtas so that they could inform themselves of its work”.

“He believed television to be the best way for people to see for themselves what is happening in their national parliament. It is his proud and enduring legacy,” he said.

“Seán was a loyal member of Fine Gael, and his contribution to the party over many years was substantial. He was good company and someone proudly Fine Gael, proud of the country and its institutions.

“Our thoughts are with his wife Sheila, his children, grandchildren, wider family, friends, and former colleagues at this sad time.”

Taoiseach Micheál Martin said Mr Barrett “believed passionately in parliamentary democracy”.

“I am deeply saddened by the passing of Seán Barrett,” he said.

“Seán gave distinguished service to the State – as Chief Whip, as Ceann Comhairle, and as a minister.

“He was a very fair Ceann Comhairle and a competent, capable minister.

“He was a thorough gentleman. I enjoyed his company in Dáil Éireann – we always got on well.

“My deepest sympathies to his wife Sheila, family, and friends at this time.

Minister for Health Jennifer Carroll MacNeill said she was “deeply saddened” to learn of the passing of Mr Barrett.

“Seán was an excellent public representative for the people of Dún Laoghaire, representing our community with dignity, integrity, and a steadfast commitment to public life,” she said.

“On a personal level, Seán was enormously kind to me during my time working for Fine Gael in Leinster House, and even more so as a new Councillor and TD for our area. His advice was invaluable.

“His extensive contribution to our area is evident today in the many organisations he supported, not only through his work as a public representative but also as a volunteer. When I am out canvassing, people still mention his kindness and support for the people of Dún Laoghaire, whom he represented so proudly.

“I extend my sympathies to his wife, Sheila, his children, his family, and his many friends. Ar dheis Dé go raibh a anam.”

The Ceann Comhairle of Dáil Éireann, Verona Murphy TD, said: “I am saddened to learn of the passing of the former Ceann Comhairle Seán Barrett. On behalf of the Houses of the Oireachtas, I pass on my heartfelt condolences to the Barrett family – his wife Sheila, his children, his grandchildren and all those who had the honour of knowing Sean.

“Starting in 1981, Seán Barrett served as an elected representative for 34 years for the people of Dún Laoghaire. He served as Minister across several departments including Education and Defence and as Chief Government Whip.

“Serving as Ceann Comhairle for five years from 2011 to 2016, Seán played an instrumental role in the Houses of the Oireachtas. A forward-thinking man, he believed democracy relied on the public engaging with political life and was instrumental in developing Oireachtas TV, allowing every household in Ireland access to the work of Dáil Éireann, Seanad Éireann and Committees.

“Seán’s impressive portfolio of roles is emblematic of his commitment to public service life and values. Serving with fairness and distinction, he will be remembered by his colleagues for his kindness and his contribution to our democracy.
