
Udi Levi, former Economic Warfare & Financial Intelligence Division at the Mossad, who dealt with economic warfare against terrorism, spoke at the annual World Summit on Counter-Terrorism held at the International Institute for Counter-Terrorism Policy (ICT) at Reichman University Wednesday. Levi addressed Qatar’s involvement in influence networks and funding organizations, calling for formulating a renewed Western strategy against the Gulf state.
“The very fact that at such a prestigious conference, Qatar is not a central focus, is actually the greatest certificate of success for the Qataris. The proof that their policy in recent decades has achieved absolute victory. Qatar succeeded, and forgive my pompous use of this term, in conquering the West including the State of Israel,” Levi stated.

“Conquest is not necessarily takeover of territories, conquest is also your ability to silence the decision-making processes of the enemy. And that is exactly what Qatar manages to do. But simultaneously Qatar built, builds and will build all infrastructure that has the power to change the West culturally, socially and economically on the way to realizing the Muslim Brotherhood doctrine of restoring the Islamic empire,
“With great genius, and to my great regret with considerable assistance from Jewish and Israeli elements from different worlds, worlds of campaigns, lobbyists, high-tech, security, financial advisors, people whispering in the ears of decision-makers, the Qataris managed to take control of strategic assets in the West, in Israel, in Africa and in South America,” he continued.
“It operates a global propaganda network that penetrated every home around the globe. They corrupted every leader and every element that could help them advance their interests and especially neutralized any possible action against them and actually became invulnerable. Simultaneously they operated every possible arm for terrorist attacks, destabilizing regimes, and spreading radical Islam that has one purpose – harming the West. And we, like blind people, fell into this trap and became suicidal democracies, democracies marching with open eyes to the loss of their independence.”

Later in his remarks, Levi clarified that Israel erred in its policy toward Qatar over the years. “Unfortunately and in my opinion, the State of Israel erred throughout in its policy toward Qatar, starting from agreeing to bring money into Gaza to strengthen Hamas, and with actually turning Qatar into a central mediator. Documents found in Gaza, and unfortunately for some reason the state does not publish them, teach how Qatar deceived everyone over the years.”
“Not only Israel, also President Trump, while he was working to expand the Abraham Accords, they did everything to thwart them. Qatar penetrated the holy of holies of the State of Israel, both to security elements and to the most senior level in the leadership, and substantially influenced dramatic decision-making in Israel. The only consolation that could be, if it is consolation, is that it did not do this only in Israel, it did this also in the West and also in the United States.”
Regarding Qatar’s role in the October 7 events, he said “Qatar, as mentioned, was responsible, one of the exclusive ones together with the Iranians, for the October 7 massacre. If the State of Israel on October 8 had announced to the world that Qatar has 48 hours to bring about the return of the hostages, with a clear threat to the stability of the kingdom, of its leaders and of Hamas leadership, it is reasonable to assume that world public opinion would relate to things differently than today.”
